Special Needs User Policy
A Special Needs user is anyone who cannot read regular print material because of a visual, physical or perceptual disability.
To apply for this user category, an applicant must complete a Special Needs application form. If the person does not already have a Western Counties Regional Library card, a membership registration form will also be completed and a library card given out.
- The Special Needs borrower is eligible to borrow copyrighted-restricted Talking Books from our collection and also to borrow Talking Books from other libraries on Interlibrary Loan.
- Descriptive videos, Audio Books and Large Print books are also of interest to many Special Needs users.
- Talking Books can be mailed out to the Special Needs borrower postage-free, through an agreement with Canada Post. Talking Books can also be sent to any library branch for pick-up.
- Special Needs users have a four-week loan period with the provision for two possible renewals.
- Although notices are sent out for overdue materials, the Special Needs user is not charged overdue fines.
